From Vision to General Plan in Summit County, Utah | Comprehensive Planning Process

Our Summit Community Vision and Strategic Plan

In the fall of 2022, Summit County began a year-long process to engage community members with the hope of identifying a clear vision for all of Summit County through Our Summit Vision and Strategic Plan. The resulting vision statement, as adopted by the Summit County Council, is as follows:

Summit County embraces growth thoughtfully and navigates change with integrity by upholding community identities through proactive planning.  Decisions that affect our natural resources, lifestyle, unique identities, communities, and future built environments are made responsibly to ensure communities remain affordable, healthy, and inclusive to current and future generations.  

Over the course of the visioning process, we gained insight into how Summit County wants to move forward collectively, and we began to identify ways in which communities within the County may wish to move forward. 

Next Steps

The Our Summit Vision and Strategic Plan is aspirational and represents the big-picture goals for our County. Now, we need to narrow our focus to be able to outline the steps we must take to achieve that vision. 

Following the adoption of Our Summit Vision and Strategic Plan, the County initiated the process to update both of it General Plans. General Plans are more specific than a vision, and set the framework for how a community should, or should not, physically change in the future. Upside down pyramid

Our goal is to craft two General Plans, one for Eastern Summit County and one for the Snyderville Basin. Each plan will be representative of individual communities but will work together to advance the vision across Summit County.

Following the updates to our General Plans, we intend to make gradual adjustments to our development code to ensure we have the appropriate tools to align new development to the community vision and General Plans.
