What is a General Plan? | Summit County, Utah Planning & Development Guide

General Plans

A general plan is a comprehensive, long-range document that addresses the present and future needs of the County for growth and development of all land withing the unincorporated portions of the County. More specifically the General Plan provides vision, goals and policies that determine how the County will grow and develop in the present and future (usually 20 to 50 years). 

County decision makers use the plan to guide land use planning decisions, direct and coordinate efficient and orderly development based on analysis of the present and future needs of the County, and to promote the vision and goals of the County.  

Requirements of a General Plan

Summit County is required to have a General Plan by Utah State law. The County is required to have the following elements:

  • Moderate income housing
  • Resource management for public lands
  • Water use and preservation
  • Land use
  • Transportation and traffic circulation

In addition to the required elements, the County may create other elements including:

  • Environmental element
  • Public services and facility element
  • Economic element
  • Historic preservation element
  • Any other element the County considers appropriate
